　　随着第二次世界大战爆发，日本电影工业第一个黄金时代落下帷幕。出于战争宣传的必要，日本政府以极其苛刻的手段对电影业进行管制，并要求各大电影厂拍摄鼓舞民心和斗志的国策电影。在此期间，已经开始崭露头角的木下惠介（加濑亮 饰）受陆军省的委托拍摄了“大东亚战争三周年纪念作品”——根据火野苇平小说改编的《陆军》。谁知影片的主旨和官方的意向南辕北辙，木下由此遭到禁止拍片的处罚。在此之后，失意的木下从松竹辞职，回到生病的母亲阿玉（田中裕子 饰）身边。战况没有丝毫的好转，曾经恬淡舒适的滨松市气贺也无法久留。木下决定和哥哥敏三（中山裕介 饰）带着母亲前往山中避难。
