　　和蔼善良的弗兰克·朗福勋爵（Jim Broadbent 饰）是英国政府上议院的领袖，同时也是探监慈善基金的积极倡导者。在他的帮助下，无数罪行累累的犯人幡然醒悟，痛改前非，迎来了崭新的人生。就在1965年，一连串令人发指的凶杀案震惊全英。年轻男子伊恩·布莱迪（Andy Serkis 饰）和女友迈拉·欣德丽（Samantha Morton 饰）残忍杀害了数名儿童，其手段之恶毒令人不忍卒睹。二人落网伏法后，分别被判处无期徒刑。此后不久，欣德丽邀请朗福勋爵探监，希望得到帮助。在多次书信和当面交流后，朗福相信欣德丽已真心悔过。虽然面临着来自政府和民众舆论的压力，但他仍决定赌上自己的名誉去为欣德丽争取假释的机会……
